Seats for Afro-Colombian

The Colombian Conservative Party proposed a constitutional reform project which aims to secure two seats for Afro-Colombian's, which would increase the number of senators from 102 to 104. Hernán Andrade, the rapporteur of the initiative, said it is necessary to recognize their political rights to participate in Congress. He also said that just as with the indigenous is necessary to have two seats fixed to them.
